We have 3 new servers that will be installed and 5 additional SSL certificates.
Justification is required for each IP address beyond the number of physical hosts. Web hosting generally does not meet this requirement. See

All IP's allocated and/or assigned by Optic Fusion to the customer are non-portable. In the event that the customer wishes to discontinue service from Optic Fusion they must return the IP's. No IP space from Optic Fusion is ever portable.
